How admission works
The University of Montenegro, the only public university, takes applications in June through the national platform upisi.edu.me or at each faculty's student office (for 2026/27: 25–26 June 2026); a second call follows in July and further rounds in autumn if places remain. Candidates are ranked by points from secondary-school grades and the external matura (applicants without it sit two tests); Medicine, Dentistry, Architecture, Psychology, Sport and the arts programmes also have entrance exams. Foreign nationals apply on the same terms as citizens, must have their foreign diploma recognised and, unless they finished school in a language official in Montenegro, prove the language of instruction. Private universities and faculties publish their own calls from June to September; the dates for 2027/28 are expected to follow the same pattern.
- Selection: grade limit (numerus clausus)
- Main exam or platform: Eksterna matura (maturski ispit)
Tuition fees in Montenegro
At public universities an EU student typically pays no tuition fee. All amounts are per year in euros; fees charged per credit or per semester are converted to a full year (60 ECTS credits or two semesters).
| EU students, typical | EU students, range | Non-EU students, typical | Non-EU students, range | Programmes with a published fee | |
|---|---|---|---|---|---|
| Public universities | €0 | €0–€3,500 | — | — | 68 of 69 |
| Private universities | €2,200 | €2,200–€2,800 | €2,200 | €2,200–€2,800 | 22 of 39 |
Where the fee depends on family income, the typical figure is the full fee and the range starts at the lowest one.
Good to know about fees
- Crna Gora: At the University of Montenegro the first-year places in the 2026/27 call are budget-funded, so students pay no tuition; the only self-financing programme is Business and Economics in English at the Faculty of Economics (1,750 EUR per semester). The University states that foreign citizens may enrol on the same terms as Montenegrin citizens and lists no separate fee for them. Private institutions set their own annual fees, mostly 1,200–2,800 EUR; Donja Gorica charges domestic and foreign students the same (2,200 EUR, 2,800 EUR for two programmes), and Mediterranean University lists 1,760–1,960 EUR depending on the payment method (plus a 500 EUR Montenegrin-language year for students who do not speak it). Discounts for holders of the Luča diploma apply at many private institutions. Amounts are for the first study year; where a call gives several payment options, the lowest and highest are shown. For one independent faculty the fee was not found.
Language of instruction
Montenegrin: 106 programmes; English: 2 programmes; Albanian: 1 programme.
