IB Diploma and University Admission in Montenegro

Fee figures: catalogue of 6 October 2026.

We found no official Montenegrin rule that names the IB Diploma. No list converts IB points into entry points, and neither the University of Montenegro nor the Ministry publishes one. What exists is a general framework for foreign school diplomas. This guide applies that framework to IB graduates and says clearly where it stops.

What the general rules say

The University of Montenegro lets foreign citizens apply on the same conditions as Montenegrin citizens, with two requirements that matter to an IB student:

The 2026/27 competition also says an applicant needs a qualification at level IV-1 of the National Qualifications Framework. We could not find a statement of how IB qualifications are placed at that level, so ask the Faculty and the recognition body.

How ranking works for IB applicants

Montenegrin places are awarded by ranking applicants on their secondary-school results and, for those who took it, the external matura. The rule that applies to applicants without a Montenegrin matura is that they sit tests in two subjects relevant to the programme. In 2026/27 the tests were on 29 June 2026. An IB graduate has no Montenegrin matura, so this rule seems to apply, but the competition does not mention the IB, so confirm with the faculty. IB subject grades, predicted grades and the extended essay are not mentioned in any source we read.

Some programmes add an entrance exam: Medicine, Dentistry, Architecture, Psychology, Physical Culture and Healthy Lifestyles, and artistic programmes. An IB Diploma does not replace these.

Documents that do not match the format

The competition asks for the certificate of each secondary-school year, the matura diploma and the Luča diploma or an equivalent. An IB student has an IB transcript and a school certificate instead. Ask the faculty which of your documents it accepts in place of each item, and have them ready in certified and translated form. The Montenegrin bachelor's programmes also assume four years of secondary school, so check how your own school path is counted.

Private universities

The University of Donja Gorica says that everyone who completed four-year secondary school in the country or abroad may apply, and that all schools are considered appropriate. It scores overall results, the matura or professional exam results, results in relevant subjects, the Luča diploma and competition results. As with the public university, it does not name the IB. Ask which of your results it will use.

The timing problem

Recognition of a foreign diploma can lag behind the application deadline. The competition closes in late June, so applicants whose final school results come later may face a timing problem; the IB calendar is set by your school. The university allows conditional enrolment on a certificate that the recognition procedure has begun, but the enrolment becomes void if recognition is not done by the start of the year. Ask each faculty in spring whether it accepts predicted results or later documents, and about its later enrolment rounds.
