How Much It Costs to Study in Montenegro: Tuition, Fees and Extras

Fee figures: catalogue of 6 October 2026.

Montenegro is unusual in this part of Europe: most bachelor's places at the public university carry no tuition fee. Fees appear in three places: programmes taught in a foreign language, private institutions, and students who fall behind. This guide sets out what the law and the universities say.

Public university: the rule

According to Eurydice, students of bachelor's and master's programmes at public institutions do not pay tuition fees. The exceptions are:

In our catalogue the typical tuition at the University of Montenegro is €0 a year, and the highest figure among public programmes is €3,500. That highest figure is the English-taught Business and Economics programme at the Faculty of Economics. The 2026/27 competition describes it as self-financing and sets the price at €1,750 per semester, so €3,500 a year. Details are in bachelor's degrees in English in Montenegro.

Do foreigners pay more?

The University of Montenegro says foreign citizens enrol on the same conditions as Montenegrin citizens. We have therefore listed the same fees for EU and non-EU students. The university pages we read do not state that foreigners are exempt from every extra charge, so ask the faculty to confirm the amount in writing before you pay anything.

Private institutions

Private institutions set their own tuition, and it is paid by every student. Examples from the 2026/27 calls:

Across the private institutions in our catalogue, the amounts we list for EU and non-EU students run from €2,200 to €2,800 a year. Mediterranean University publishes its tuition in a yearly decision of its governing board, so check the current one on its website.

State support

Eurydice describes student loans of between €150 and €215 a month and grants for the best students of up to €300 a month, financed by the Ministry. Whether foreign citizens can use them is not stated in the sources we read. See scholarships and student jobs in Montenegro.
