How to Get Into a University in Slovenia as an International Student
Fee figures: catalogue of 6 October 2026.
Slovenia runs one national application system for first-cycle and integrated master's programmes. You apply online on eVŠ, the portal of the Ministry of Higher Education, Science and Innovation, in a joint call for enrolment (Razpis za vpis) that the Ministry publishes together with the universities. The call for 2026/27 came out on 30 January 2026. Most programmes are taught in Slovenian, so the language of study matters as much as the admission rules.
Which places you apply for
Your citizenship decides which set of places you compete for:
- Citizens of Slovenia and other EU states apply for the places announced for Slovenian and EU citizens. According to the call, citizens of Norway, Iceland, Liechtenstein and Switzerland are treated the same way. Since 2021/22, UK citizens apply as non-EU citizens.
- Citizens of other countries apply for the separate places announced for foreigners from non-EU states, in application periods that differ by institution. Non-EU citizens with permanent residence in Slovenia who are themselves, or whose parents are, tax residents, and those who finished secondary school and passed the matura in Slovenia, apply for the EU places.
- Citizens of Bosnia and Herzegovina, Montenegro, Kosovo, North Macedonia and Serbia apply as non-EU citizens, but for 2026/27 they were exempt from tuition for full-time study under bilateral protocols.
Our catalogue lists 302 full-time first-cycle and integrated programmes at 37 institutions and campuses, and 12 of them are taught in English as well as Slovenian.
Programme types
- University programmes of 180 or 240 ECTS credits last three or four years.
- Professional higher education programmes (visokošolski strokovni) have 180 credits and last three years.
- Single-cycle master's programmes, such as medicine, dentistry, pharmacy and veterinary medicine, have 300 or 360 credits and last five or six years.
Entry requirements
For university and single-cycle programmes you need the general matura or an equivalent qualification; some programmes also accept a vocational matura plus an exam from the general matura. Professional programmes accept the general or vocational matura. A foreign school-leaving certificate is first recognised for the purpose of continuing education, a step that is built into your application. See document recognition for Slovenia.
Some programmes also require:
- an aptitude test; in 2026 the University of Ljubljana's tests for first-round applicants ran between 24 June and 8 July
- knowledge of the language of the programme at the level stated in the call, which you prove by a certificate or an exam
When places are limited
You can list up to three study choices in order of preference in one application. If applicants who put a programme first outnumber its places by 10% or more in the first round, enrolment is limited and applicants are ranked by points. The points come from your school grades and your matura or equivalent result, and each programme sets their weights in the call. For IB holders, see IB Diploma admission in Slovenia.
The interview for some non-EU applicants
If you come from a country with a higher migration risk, meaning a country whose citizens need a visa to cross the EU's external border, the institution must interview you before it handles your application. It checks whether you meet the entry conditions. A rejection after the interview cannot be appealed. If the interview takes place abroad or online, you pay its cost.
Step by step
- Choose programmes and read the entry conditions in the call.
- Log in to eVŠ. The first step of the portal's guide covers authentication with SI-PASS.
- Fill in the six steps of the application: personal data, secondary education, up to three study choices, supporting documents and submission.
- Upload scanned documents or photos of the originals. You send nothing by post.
- Check your email and the portal for requests to complete the application.
- Accept the offer and enrol at the faculty on the dates in the call.
