How admission works
Most bachelor's programmes and the integrated five- and six-year programmes (medicine, law, psychology, sivilingeniør engineering, teacher education) at public institutions and several private ones are applied for through Samordna opptak, the national admissions service, with up to 10 ranked choices; arts academies, some private colleges (for example BI and Kristiania) and many English-taught programmes for international applicants take applications directly. You need general university admission certification (generell studiekompetanse; for foreign diplomas the country list of Samordna opptak applies) and proof of Norwegian and English for Norwegian-taught programmes, and some programmes have extra subject requirements. When there are more qualified applicants than places, applicants are ranked by points from their school grades (in the ordinary quota with additional and age points), and the entry score shown is that of the last applicant offered a place in the main round. For the 2026 intake the portal opened on 1 February and the ordinary deadline was 15 April (1 March for the Police University College and early admission); the dates for the autumn 2027 intake are not yet published, and new admission rules are introduced gradually from 2027.

Tuition fees in Norway
At public universities an EU student typically pays no tuition fee, and a student from outside the EU €9,521 a year. All amounts are per year in euros; fees charged per credit or per semester are converted to a full year (60 ECTS credits or two semesters).
| EU students, typical | EU students, range | Non-EU students, typical | Non-EU students, range | Programmes with a published fee | |
|---|---|---|---|---|---|
| Public universities | €0 | €0 | €9,521 | €4,453–€53,906 | 750 of 750 |
| Private universities | €8,223 | €216–€12,392 | €8,526 | €587–€30,817 | 135 of 135 |
Where the fee depends on family income, the typical figure is the full fee and the range starts at the lowest one.
Good to know about fees
- Norge: Public universities and university colleges charge no tuition to Norwegian, EU/EEA and Swiss citizens (Universities and University Colleges Act, §§ 2-5 and 2-6); students pay only a small semester fee (semesteravgift) to the student welfare organisation, which is not shown here. Since autumn 2023 citizens of other countries pay tuition set by each public institution, shown per programme where it is published; exceptions include, for example, those entitled to Norwegian student finance on the same terms as Norwegians and exchange students. Private institutions (such as BI, Kristiania, NLA, VID and MF) set their own fees for all students.
