Document Recognition for Norway: The GSU List and Your School Diploma

Fee figures: catalogue of 6 October 2026.

To apply for a bachelor's programme in Norway you do not need a recognition decision in advance. Samordna opptak, or the institution you apply to directly, checks your school-leaving certificate against a national list. This guide explains that list, what you upload and how documents are checked.

Who decides

Samordna opptak says plainly that you do not need a recognition decision from HK-dir to apply. If you already have one, you may upload it.

What the GSU list asks for

Each country page lists the certificates that count, any extra years of study required, and whether you must prove English. Some examples:

Where your diploma is fromWhat you need
GermanyThe Abitur; English is covered with grade 5 or higher in English on the certificate
IndiaA school-leaving certificate plus at least one year (60 ECTS) of university studies
USAA high school diploma plus one year of college or three AP exams with grade 3 or better

The extra year must be completed and passed at a university recognised by the authorities of that country. Some programmes have specific requirements on top, such as particular subjects or an admission test.

There is a catch for applicants who need extra higher education. If you lack the one or two years of university study your country's entry requires, the language requirement can only be met with Norwegian at Vg3 level (393 hours) from a Norwegian upper secondary school; other Norwegian tests are not accepted.

Language proof counts as a document

For programmes taught in Norwegian, applicants with education from outside the Nordic countries must document Norwegian, for example with Norskprøven at B2 in all four skills or a pass in Bergenstesten, and usually English as well. See how to get into a university in Norway for the accepted tests.

Translations

According to Samordna opptak, documents in a language other than a Scandinavian language or English must be translated into Norwegian, English or another Scandinavian language by a state-authorised translator or a translation agency. The country page says which documents to upload. See sworn translations.

If your name has changed since your diploma was issued, upload proof such as a marriage certificate.

Uploading and deadlines

You upload clear scans or photos of your documents in the online application. In Samordna opptak, the document deadline is the same as the application deadline, 15 April; results from exams you take in the spring can be uploaded until 1 July. Institutions that admit directly set their own rules: the University of Oslo, for example, requires all documents by its 1 December deadline for an English-taught bachelor's, in English or a Scandinavian language. Some countries need special documents: for education from the USA, for example, Samordna opptak requires official transcripts.

How documents are checked

Every document is checked by a case officer, who may ask for originals if something is unclear. During the first semester, all institutions ask a random sample of new students to show their original documents. False documents, or documents from fake institutions, are always reported to the police, and wrong information can cost you your study place.

Foreign grades are converted into Norwegian grade points with conversion tables set by HK-dir, so you compete for places with a points score like Norwegian applicants.

Step by step

  1. Find your country on the GSU list and check whether you need extra years of study.
  2. Read each programme's specific requirements and the language rules.
  3. Order authorised translations early.
  4. Upload everything by the deadline, and keep the originals: you may be asked to show them.
  5. After admission, non-EU students apply for a study permit. See student visa for Norway.
