Student Housing in the UK: Halls, Private Blocks, Deposits and Your Rights

Fee figures: catalogue of 6 October 2026.

In the United Kingdom most first-year undergraduates live in a hall of residence, and many universities promise a room to every new student who applies in time. From the second year most students move into shared houses. Housing law differs between England, Scotland, Wales and Northern Ireland; the tenancy rules below are for England unless stated.

The main options

The accommodation guarantee

Many universities guarantee a room to first-year undergraduates who meet a deadline. As an example, the University of Sheffield guarantees a place in university accommodation to full-time students studying for the full academic year, including those who come through Clearing or hold Sheffield as their insurance choice, as long as they apply before its deadline; for 2026 entry the deadline was 3 September 2026. Rules differ, so read your university's own guarantee as soon as you accept an offer.

At both universities the rent includes utility bills, internet and contents insurance. Sheffield's undergraduate contracts last 42 weeks, from 20 September 2026 to 11 July 2027, and you pay for the whole period.

Private student blocks

Before you book a private block, check that the provider follows a recognised code of practice: in England, private halls are expected to follow the ANUK/Unipol Code of Standards for Larger Developments, and university-run halls their own code.

The Renters' Rights Act in England

On 1 May 2026 the main reforms of the Renters' Rights Act 2025 came into force for private tenancies in England:

Halls and private blocks run under a code of practice are outside these tenancy rules, so their contracts usually still run for a fixed academic year. For shared houses let to full-time students, landlords can use a special ground to end a tenancy between 1 June and 30 September so the house can be let to the next group of students, but only if they warned you in writing before the tenancy started.

Deposits

Right to rent checks

Private landlords in England must check that every adult tenant has the right to rent before the tenancy starts. If your permission to stay is time-limited, the check is made within 28 days before the start date. If you are not a British or Irish citizen, you can prove your right to rent with a share code obtained online; see student visa for the UK. Student accommodation is exempt from these checks.

Council tax

Households in which everyone is a full-time student do not pay council tax. A full-time course here means at least one year with at least 21 hours of study a week. If you still receive a bill, you can apply to your council for an exemption. If you share with someone who is not a student, a bill is due, reduced by 25% if everyone else in the home is a full-time student.
