IB Diploma and Admission in Luxembourg: Equivalence and Timing
Fee figures: catalogue of 6 October 2026.
The International Baccalaureate is accepted in Luxembourg, but not automatically. The University of Luxembourg lists the IB among the diplomas that must go through an equivalence at the Luxembourg Ministry of Education, Children and Youth before you can be admitted. The IB has its own conditions in that procedure, and the calendar is the part IB students most often miss.
What the ministry requires
The ministry recognises the IB diploma as equivalent to the Luxembourg classical secondary diploma if, besides the conditions set by the IB Organisation, the exams cover:
- two languages, one from group 1 and one from group 2 (the ministry page labels them language A1 and language A2);
- one subject from group 3, individuals and society, such as history, geography, economics, philosophy, psychology, or business and management;
- one subject from group 4, sciences: biology, chemistry or physics;
- one subject from group 5, mathematics, which includes computer science;
- and either a subject from group 6, the arts, or a second subject from groups 1 to 5.
Further conditions on the same page:
- at least one of the two languages must be French, English or German;
- at least 3 subjects must be taken at higher level and the others at standard level;
- you must meet all the conditions of the IB for the diploma itself;
- you must have completed at least 12 years of progressive primary and secondary education;
- you must have completed a 4-year course of study in a foreign language other than the two languages above.
Compare this with your own subject choices before you plan. A diploma that does not cover, for example, a group 4 science would not meet the listed pattern. The ministry's page is written for the full IB diploma, so if you have only course certificates, ask the ministry first.
Fee, documents and how to apply
The fee for a diploma issued by the IB Organisation is 125 euros, paid by bank transfer, and it is not refunded if the recognition is refused. The application, by email to reconnaissance@men.lu, by post or online, includes a request stating the reason, a CV, a copy of your identity document, copies of the diploma and proof of payment. Copies issued outside the EU must be certified by an approved authority. Details are in the diploma recognition guide.
The timing problem
The university says that you must already hold the secondary school certificate to request the equivalence. Non-EU applicants without a Luxembourg residence permit must hold the diploma when they apply and attach the equivalence to the file, and the application window for the 2026 intake ran from 1 February to 24 March 2026. The IB released results for the May 2026 session in early July, months after that window closed.
If you are in your final IB year and you are a non-EU applicant, you will not hold the diploma in March, and under the rule as written you would not be eligible in that cycle. This is our reading of the two dates, not a statement from the university, so ask the Admission Office whether any exception exists for your case before you rely on it. In practice, the route works for students who finished the IB earlier, for example a gap year.
EU, EEA and Swiss applicants have more room. They can apply online before they hold the diploma or the equivalence, and receive a conditional admission. The missing documents are due by 15 November of the first semester. A diploma from a school in Luxembourg that does not follow the official curriculum, such as an international school with the IB, also needs the equivalence.
Language proof with an IB
Admission also needs proof of the required level in every teaching language. The IB diploma itself can serve as that proof, but only if it was obtained less than 2 years ago, the main language of instruction of the diploma matches a teaching language of the programme, and it comes with the transcripts of the last three years of secondary education. Otherwise you need an accepted language test. See the guide to English-taught programmes.
The Luxembourg School of Business
The Luxembourg School of Business accepts the IB with its own list of criteria, which repeats the groups above, including three subjects at higher level and 12 years of schooling. It also accepts A-levels, for example three A-level grades in three different subjects with at least an E. This school admits through its own file review and online interview, and it gives deadlines by category for September and January. Its tuition is much higher than that of the public university; see the cost guide.
