Student Visa and Residence Permit for Turkey: Steps and Rules
Fee figures: catalogue of 6 October 2026.
Studying in Turkey involves two separate steps: entering the country, which may need a visa, and then a student residence permit that you obtain after you arrive. The permit is issued by the migration administration, but the university handles most of the paperwork. This guide follows the Law on Foreigners and International Protection (No. 6458), the pages of the Migration Management Directorate and the Council of Higher Education, as read in October 2026.
Step 1: entering Turkey
Students who come to study must obtain a student visa from the nearest Turkish consulate, unless their nationality is exempt. The visa rules depend on your citizenship, and the Ministry of Foreign Affairs publishes them. Apply as soon as you have your admission letter, because visa procedures can take time. Applications can be started online at konsolosluk.gov.tr.
One university, TED University, sets out the logic for its students: if you are eligible for a tourist e-visa you must enter with it, if you are visa-exempt you can travel with a valid passport, and if neither applies you apply to a consulate. It also asks students to check with the nearest Turkish embassy or consulate whether they need a study visa. Check your own case there and not through a friend's experience.
Step 2: the student residence permit
Under Law 6458 a foreigner who will study in an associate, bachelor's, master's or doctoral programme at a Turkish higher education institution is issued a student residence permit. The migration administration states that the permit is compulsory for foreigners in higher education programmes.
The law sets three conditions:
- you give the documents that show why you are staying;
- you do not fall under article 7, which covers travellers who are refused entry, for example because they have no valid passport, visa or permit, or because the passport is valid for less than 60 days beyond the end of the visa, visa exemption or residence permit;
- you give the address where you will live in Turkey.
The permit is for the period of study. If the programme lasts less than a year, the permit cannot be longer than the programme. A student permit gives no residence right to your parents or other relatives. The permit can be refused, cancelled or not renewed if there is evidence that the studies cannot continue or the permit is used for another purpose.
Who submits the documents
Since a protocol between the Council of Higher Education and the migration authorities took effect on 29 November 2023, students bring the documents specified in the form, together with the student residence permit registration form, to their university's student affairs or international office. You do not have to wait for your appointment date to hand them in.
TED University's list, as an example, includes:
- the residence permit application form and the receipt for the permit card fee;
- a copy of the passport page with the Turkish entry stamp;
- a student certificate;
- biometric photographs;
- valid health insurance;
- proof of where you live: a notarised rent contract, a title deed or a letter from the dormitory.
It also tells students to book an online appointment on the e-residence website and to expect the appointment to be given within 30 days of arrival. Other universities may ask for slightly different items, so use your own university's list. The same page warns that short-term stays booked through rental platforms are not accepted as proof of address. See student housing in Turkey.
Health insurance
International students must be insured for the whole time of their residence permit. A private policy and the state general health insurance are the two options, and the rules for each are in health insurance for students in Turkey.
Working during your studies
A student residence permit does not include the right to work. Under Law 6458 and the law on international labour force (No. 6735), students in full-time programmes may work if they obtain a work permit. For associate and bachelor's students the right starts after the first year, and the work must be part-time. Postgraduate students in full-time programmes are not subject to the first-year limit. Internships that are a compulsory or elective part of your programme do not need a work permit. See scholarships and student jobs in Turkey.
After graduation
A graduate of a Turkish higher education programme can apply for a short-term residence permit within six months of graduation. It is issued only once and for at most one year. Under the labour law, a graduate who applies for a work permit within a year of graduation has the application assessed under the rules set by the International Labour Force Policy Advisory Board. The law does not promise a permit.
